In a future world where drugs are rampant, an undercover detective, Fred (Keanu Reeves), finds himself addicted to Substance D, which creates a split personality. One of the detective's personalities, Bob, is a drug dealer. With all the support from the department, Fred vows to bring Bob in. However, as Bob's symptoms get more and more serious, it's getting harder and harder for Fred to tell who is whom.
